Programs Management

The Programs Management Department is central to the successful implementation of Enroot’s activities, ensuring impactful outcomes of Enroot’s initiatives. It oversees the execution of flagship programs created by Enroot as well as assignments requested by partner organizations and donor agencies. The department is responsible for designing comprehensive frameworks—including logical frameworks, theories of change, implementation plans, and Monitoring and Evaluation (M&E) systems—that ensure each program’s effectiveness and alignment with the company’s strategic objectives.

Through close collaboration with policy-making bodies, including Parliament and the Senate, the Programs Management team contributes to policy interventions and recommendations that align with Enroot’s mission and build on the company’s areas of expertise, lessons learned from fieldwork, and overall strategies. The department also manages programs focused on employment and access to the labour market, and entrepreneurship development, such as incubation, acceleration, access to finance, investor networking, study tours, and market access in sectors like Agribusiness, Waste Management, Creative Industries, Handicrafts, etc.

Additionally, the department works closely with the Business Development team to ideate and secure partnerships, with the Research team to shape evidence-based interventions and policy recommendations, and with Communications for effective positioning of the company’s interventions. The Finance and Administrative teams ensure seamless coordination and efficient resource allocation. This integrated approach strengthens Enroot’s capacity to deliver impactful, scalable solutions across its focus areas.

Key activities under Programs Management:

Program Implementation

  • Project Management: Lead the day-to-day management of assigned projects, ensuring activities are executed on time and within budget.
  • Resource Coordination: Allocate resources effectively, coordinating with internal teams and external partners.
  • Timeline Management: Develop detailed project plans and monitor progress against milestones.

Operational Management

  • Compliance: Ensure all project activities comply with organizational policies and donor requirements.
  • Process Improvement: Identify opportunities to streamline processes and enhance operational efficiency.
  • Stakeholder & Community Engagement
  • Partnerships: Build and maintain relationships with donors, local organizations, community leaders, and beneficiaries.
  • Communication: Serve as a primary point of contact for project-related inquiries from stakeholders.
  • Engagement Strategies: Develop and implement strategies to enhance stakeholder participation and support.

Program Design Support

  • Contribute to Program Development: Assist in designing new program components, providing practical insights and feedback.
  • Innovation Implementation: Introduce innovative approaches to program activities to improve effectiveness.
  • Content Development: Collaborate on the creation of training materials, curricula, and other program resources.
  • Monitoring & Evaluation Management
  • M&E Implementation: Oversee the collection and analysis of data to assess project performance.
  • Reporting: Prepare detailed reports on project outcomes, challenges, and lessons learned for internal and external stakeholders.
  • Data Utilization: Use M&E findings to inform decision-making and improve project strategies.

Cross-Functional Collaboration

  • Team Coordination: Work closely with other departments to ensure alignment and synergy in activities.
  • Information Sharing: Facilitate the flow of information between teams to support integrated efforts.
  • Support Initiatives: Participate in cross-departmental initiatives that advance organizational objectives.
  • Risk Management & Quality Assurance
  • Risk Monitoring: Identify potential operational risks and implement mitigation strategies.
  • Quality Control: Ensure all project deliverables meet quality standards and stakeholder expectations.
  • Compliance Monitoring: Verify adherence to all relevant regulations and guidelines.

Team Support & Mentorship

  • Leadership: Provide guidance and support to project team members, fostering a collaborative environment.
  • Mentorship: Coach Programs Management Officers, helping them develop their skills and advance professionally.
  • Performance Feedback: Offer constructive feedback to team members to promote continuous improvement.

Role of the Programs Management Executive

The Programs Management Executive is responsible for managing the operational aspects of Enroot’s programs, ensuring effective and efficient implementation. This role involves coordinating project activities, managing resources, and supporting the design and innovation of program components. The Executive is responsible for overseeing monitoring and evaluation activities at the project level and fostering collaboration across departments. This position supports the Department Head by providing operational insights and contributing to the achievement of strategic objectives.

 

  • Oversee the daily execution of assigned projects, ensuring alignment with project plans and timelines.
  • Coordinate resources and logistics to facilitate smooth project operations.
  • Prepare and monitor projects budgets within assigned limits.
  • Ensure resources are used efficiently to achieve project goals.
  • Conduct regular site visits to monitor project implementation.
  • Address operational challenges and provide support to field teams.
  • Liaise with local organizations, community leaders, and beneficiaries.
  • Support the Department Head in engaging with government bodies and partners as required.
  • Ensure clear and consistent communication between project teams and stakeholders.
  • Organize and participate in meetings, workshops, and events.
  • Assist in designing program components, incorporating innovative approaches.
  • Provide operational insights and recommendations based on field observations and stakeholder feedback.
  • Coordinate activities related to incubation, acceleration, and market access programs.
  • Oversee the execution of M&E processes at the project level.
  • Ensure accurate data collection and analysis to assess program effectiveness.
  • Prepare detailed progress reports for internal and external stakeholders.
  • Use M&E data to inform project adjustments and improvements.
  • Work with Research, Business Development, and Communications teams to align program activities.
  • Integrate research findings into program implementation.
  • Contribute to internal learning sessions and share operational insights.
  • Monitor potential risks in project execution and report to the Department Head.
  • Support the coordination of project teams and delegation of tasks.
  • Mentor Programs Management Officers and interns.

 

Required Experience and Skills

  • Minimum of 5+ years of experience in project management or related roles.
  • Experience in sectors such as Social Development, Employment Promotion, or Gender Equality is preferred.
  • Bachelor’s degree in social sciences, Development Studies, Education, or a related field. A master’s degree in social development or a relevant discipline is preferred.
  • Strong organizational and coordination skills.
  • Ability to manage multiple tasks and meet deadlines.
  • Excellent communication and interpersonal skills.
  • Proficiency in data analysis and M&E processes at the project level.
  • Fluency in English and Arabic, both written and spoken.
  • Proficient in Microsoft Office Suite and project management tools.

The Communications Department: 

The Communications Department at Enroot is responsible for all external messaging related to the company and its projects. We manage Enroot’s public image and highlight our work and impact both offline -through printed visibility materials (rollups, brochures, etc.)- and online on Enroot’s website, LinkedIn, and Facebook. We also manage the social media platforms of our projects (MASAAR, Helmak, Enroot Impact Catalyst), manage relations with media and press, reach out to participants through online platforms and sometimes support our startups’
branding. The department carries out three core functions: writing and content development, graphic design, and photography and videography.

Job Description

The Communications Officer position requires a highly skilled individual in graphic design, with additional competencies in content creation, social media, and multimedia communication.

Graphic Design for Digital and Print Communication Materials (Primary Focus)

  • Develop digital and print assets such as social media posts, publications and reports, rollups, banners, brochures, flyers, and infographics for Enroot and its projects.
  • Ensure that all communications and marketing material align with Enroot values, standards, branding guidelines, and partners’ policies.
  • Create customizable and reusable design templates on platforms like PowerPoint and Canva etc. for internal teams to use in future projects. These templates should align with the organization’s brand and be adaptable for various content needs.

Along with the description mentioned above, the communications officer will also be expected to support in performing tasks in the below focus areas.

Content Development

  • Create engaging and impactful content in Arabic and English for various communication channels, including press releases, articles, social media posts, and website content.
  • Manage and curate content for social media platforms to enhance Enroot and project visibility (Facebook, LinkedIn, and Instagram).
  • Contribute to brainstorming sessions for multimedia storytelling and communication strategies.

Photography and Videography

  • Photography and videography of events and activities.

Required Qualifications:

  • University Degree in Visual Arts, Mass Communication, Political Science or a related field.
  • Minimum 2+ years of professional experience in communications, including experience in designing digital and print materials.
  • Excellent written and oral command of English and Arabic
  • Excellent computer skills in common word processing (MS Word), and data processing (MS Excel)
  • Proficiency in graphic design software (e.g., Adobe Creative Suite – Photoshop, Illustrator, InDesign).
  • Familiarity with platforms like Canva and Prezi for creating reusable templates.

Desirable Qualifications

  • Experience in managing social media platforms including Facebook, LinkedIn, and Instagram is desirable
    Basic photography and videography skills, including editing software (e.g., Adobe Premiere, Final Cut Pro, Davinci), are a plus.
  • Previous experience in the development sector is desirable
